Windows Hello not active even though I activated it?

I have a weird issue, as I had to reset my PC yesterday I got Windows Defender giving me the error that Windows Hello needs to be set up, but I'm already logging in with my Passkey. And when I try to set it up via the Account-Settings it doesn't actually do anything, getting me stuck in a loop, and if I click the Code forgotten button it tells me to go to the settings, in which I am in that moment, and tells me to change it there, but the settings themselves tell me that it's not even set up.This seems to be an unsolvable loop so far, as I already got suggested to just create a new profile and
